When I was in college I worked for a drug testing company that performed drug tests for major corporations to local city government. By job any driving jobs involved drug testing and immediate drug testing after an accident. What I found in my work was f-ing scary as results. These are not scientific but my own observations:

When there was an accident involving a delivery truck of any sort (small van to semi), most likely 75% of the time the person was drunk or high. This was verified not by the police but by testing.

Often the excuses for failing a drug test were blamed on someone else. The best failure for THC or pot was usually: "I was riding the car with other dudes that were smoking (pot)" Or for failing Opiates it was usually: "I ate three poppy seed bagels this morning"

Failing a drug test is not black and white. There are levels of the drug in the system that create a 'positive'. While Opiates have a 'false positive' like poppy seeds it is usually pretty clear on the test if they were doing poppy seed or crack. THC has no masking agent. Also folks would try to flood their body with water, but this only dilutes your pee. Urine is denser and heavier than water, thus why your pee sinks to the bottom of the toilet if you forget to flush.

Anyway, after working in the testing lab reading results most of the people are too dumb to work anything than small brained activities.

I could give to craps if someone wants to snort or smoke their life away and make that their priority. It is one less moron I have to get past in the race of life. I just do not believe in paying a cent for their medical bills.

Smoke up Colorado, Washington, etc... Just don't come looking for help when it 'blows' up.

(stepping off my soap box now) ;-)

Though I would agree that there is way too much substance abuse on the roads with truck and other delivery drivers, I can say I don't believe that 75% of the accidents are caused by intoxicated drivers. Having been a safety director over a long haul fleet of over 150 drivers, I have seen my fair share of accidents. In every instance, I got the driver to a facility and tested for both alcohol and drugs within the time required by DOT law. I never once had a driver who was in an accident test positive for any banned substance. The only positives I got were during the pre-employment drug tests, and I got quite a few of those.
