If you read the Hobbit the eagles tell Gandalf they won't take the dwarves to the misty mountains because they are afraid of cities because they have been shot down by men for taking livestock. They make it a policy to stay away from men. While it's clever, I think it's just wishful thinking and grasping at straws.
