This is a bad analogy. This is NOT net neutrality. I pay for faster internet access at my house. I could pay for dial up or I could get a T2 line. The speed I pay for is not net neutrality.
Net neutrality is the idea that all traffic on the internet travels at the same speed. Whether it is an e-mail from the Chief of Staff or a cat video, they all get the same speed. The repeal of net neutrality doesn't necessarily mean that the internet speed to your home will slow down or cost more. It means that internet service providers can charge content providers more to give their content faster speeds than general internet traffic.
BTW, there were no rules in place to enforce net neutrality till 2015 and somehow we survived.
The big problem with the net neutrality legislation is the amount of bureaucratic paperwork that it required companies to prove that they were in compliance.
