Wow, this cartoonist definitely took what she said out of context. Her point was that the important thing is that four Americans lost their lives. Her comment "What difference does it make?" refers to that there is no difference, regarding security, whether an attack is a premeditated terrorist attack or a violence protest.

The point is that maybe if she had done her job correctly to begin with the deaths might have been adverted. The Brits understood that.
