I dunno. The design looks to have some inherent issues. First, if three projectiles are now taking up the space of one, there are three very light projectiles. Second, if that tether comes loose, over penetration is the least of your worries in a situation where accuracy is key to preventing collateral damage. Third, this is not going to be cheap ammunition. Training with it may be cost prohibitive.
Now, I could see this in a non-lethal capacity working quite well.

I agree. Add to the fact that in a public shooting situation you are also responsible for the bullets going down range.
