No they can't turn in those phones, because now they won't have one. Then, our master and commander can give out more free phones.

The author in your link explains the origin of these phone handouts: they're pre-Obama. Most use the term as if he is primarily responsible for the programs, which is incorrect.
Just like: If you like your healthcare plan, you can keep it. If you like your doctor, you can keep them.
