      Ok, it wasn't just me. My theory on this type of an approach is that the writer addresses a world (or a subset of it) they believe to exist. Perhaps written from a myopic perspective, unaware of what "normal?" "backward?"...I don't even begin to know the author's perspective, so pick whatever expression that might fit an average/regular American guy. Niche writing perhaps?
      Perhaps this Mark Twain line is applicable:
      "Travel is fatal to prejudice, bigotry and narrow-mindedness and many people need it sorely on these counts. Broad, wholesome, charitable views of men and things can not be aquired by vegetating in one little corner of the earth all ones lifetime." Be that corner academic, cultural or geographical, I would add.
