This is a really interesting article by a U.S. representative which discusses the weaknesses of using the current popular social platforms in politics. I think Gentlemint might be the platform he is looking for.

I work for a state government agency, and several years ago, we tried to set up an online discussion forum. Unfortunately, we didn't have the money/staff/manpower to withstand repeated attacks from Russian porn bots, so we had to shut down. Hopefully someone else can succeed.
