Lori. A zombie apocalypse is no excuse for her actions. She replaced Rick pretty quick when she thought he was dead. Makes me think she was already cheating with Shane well before that. She's also the worst parent ever! She never knows where Carl is!
Carl is a very typical preteen boy. When I was his age, mom told us to stay away from the creek. Guess where we were almost everyday? At the creek, catching tadpoles and frogs, or skipping rocks! Carl is just a curious kid, living in a world where that can be dangerous!
Everyone except Dale, for not realizing how unhinged Shane became. Also, Carl's a horrible little idiot. You might have made the case that he was just a kid until his actions lead directly to the aforementioned wise-man's death, and then two episodes later causes excessive disarray by walking around all by himself while many are out looking for an escaped raider who tried to kill three of their party. Curiosity causes you to sneak your dad's booze. Idiocy causes you sneak out after your dad has to shoot the only other child your age in the forehead.
As for Lori, she's as whiny as everyone (excluding Glenn), but I can't fault her for engaging in a little escapist sex after her husband dies and the dead walk. I'd hope to be doing it too.

Yeah, they're annoying. I however hope Andrea slips in the bathroom and hits her head on the counter. She isn't even worth a zombie buffet scene.
